How to House the Homeless, editors Ingrid Gould Ellen and Brendan O'Flaherty propose that the answers entail rethinking how housing markets operate and developing more efficient interventions in existing service programs. The book critically reassesses where we are now, analyzes the most promising policies and programs going forward, and offers a new agenda for future research. How to House the Homeless makes clear the inextricable link between homelessness and housing policy. Contributor Jill Khadduri reviews the current residential services system and housing subsidy programs. For the chronically homeless, she argues, a combination of assisted housing approaches can reach the greatest number of people and, specifically, an expanded Housing Choice Voucher system structured by location, income, and housing type can more efficiently reach people at-risk of becoming homeless and reduce time spent homeless. Robert Rosenheck examines the options available to homeless people with mental health problems and reviews the cost-effectiveness of five service models: system integration, supported housing, clinical case management, benefits outreach, and supported employment. He finds that only programs that subsidize housing make a noticeable dent in homelessness, and that no one program shows significant benefits in multiple domains of life. Contributor Sam Tsemberis assesses the development and cost-effectiveness of the Housing First program, which serves mentally ill homeless people in more than four hundred cities. He asserts that the program's high housing retention rate and general effectiveness make it a viable candidate for replication across the country. Steven Raphael makes the case for a strong link between homelessness and local housing market regulations—which affect housing affordability—and shows that the problem is more prevalent in markets with stricter zoning laws. Finally, Brendan O'Flaherty bridges the theoretical gap between the worlds of public health and housing research, evaluating the pros and cons of subsidized housing programs and the economics at work in the rental housing market and home ownership. Ultimately, he suggests, the most viable strategies will serve as safety nets—"social insurance"—to reach people who are homeless now and to prevent homelessness in the future. It is crucial that the links between effective policy and the whole cycle of homelessness—life conditions, service systems, and housing markets—be made clear now. With a keen eye on the big picture of housing policy, How to House the Homeless shows what works and what doesn't in reducing the numbers of homeless and reaching those most at risk.

In How to Respond Better to the Next Pandemic Allen Buchanan argues that, contrary to widespread opinion, the primary cause of flawed COVID-19 policy was not defective leadership, but rather institutional failure. Decisions were made through processes that lacked the most basic safeguards against the large-institution “yes-man” and group-think phenomena and included virtually no provisions for holding decision makers accountable. More fundamentally, policy makers did not fulfill the crucial duty to provide plausible public justifications for their decisions. They disguised the fact that scientific opinion was divided on the appropriateness of the policies they endorsed and labeled those who disagreed with them as anti-scientific. In some cases, they responded to criticism, not by engaging it on the issues, but by branding their critics as quacks.

The sobering reality for the United States, Ginsburg and Huq contend, is that the Constitution’s design makes democratic erosion more, not less, likely. Its structural rigidity has had unforeseen consequence—leaving the presidency weakly regulated and empowering the Supreme Court conjure up doctrines that ultimately facilitate rather than inhibit rights violations. Even the bright spots in the Constitution—the First Amendment, for example—may have perverse consequences in the hands of a deft communicator who can degrade the public sphere by wielding hateful language banned in many other democracies. We—and the rest of the world—can do better. The authors conclude by laying out practical steps for how laws and constitutional design can play a more positive role in managing the risk of democratic decline.

This is especially true when it comes to teaching scientific process. Nearly all of the basic knowledge we have about the world is rock solid. The science we teach in high schools in particular—laws of motion, the structure of the atom, cell division, DNA replication, the universal speed limit of light—is accepted as the way nature works. Everyone also agrees that students and the public more generally should understand the methods used to gain this knowledge. But what exactly is the scientific method?

Ever since the late 1800s, scientists and science educators have grappled with that question. Through the years, they’ve advanced an assortment of strategies, ranging from “the laboratory method” to the “five-step method” to “science as inquiry” to no method at all. How We Teach Science reveals that each strategy was influenced by the intellectual, cultural, and political circumstances of the time. In some eras, learning about experimentation and scientific inquiry was seen to contribute to an individual’s intellectual and moral improvement, while in others it was viewed as a way to minimize public interference in institutional science.

John Rudolph shows that how we think about and teach science will either sustain or thwart future innovation, and ultimately determine how science is perceived and received by the public.

Placing Mark Twain’s comic masterpiece, Huckleberry Finn, in the context of long-standing American debates about race and culture, Jonathan Arac has written a work of scholarship in the service of citizenship.
     Huckleberry Finn, Arac points out, is America’s most beloved book, assigned in schools more than any other work because it is considered both the “quintessential American novel” and “an important weapon against racism.” But when some parents, students, and teachers have condemned the book’s repeated use of the word “nigger,” their protests have been vehemently and often snidely countered by cultural authorities, whether in the universities or in the New York Times and the Washington Post. The paradoxical result, Arac contends, is to reinforce racist structures in our society and to make a sacred text of an important book that deserves thoughtful reading and criticism. Arac does not want to ban Huckleberry Finn, but to provide a context for fairer, fuller, and better-informed debates.
     Arac shows how, as the Cold War began and the Civil Rights movement took hold, the American critics Lionel Trilling, Henry Nash Smith, and Leo Marx transformed the public image of Twain’s novel from a popular “boy’s book” to a central document of American culture. Huck’s feelings of brotherhood with the slave Jim, it was implied, represented all that was right and good in American culture and democracy. Drawing on writings by novelists, literary scholars, journalists, and historians, Arac revisits the era of the novel’s setting in the 1840s, the period in the 1880s when Twain wrote and published the book, and the post–World War II era, to refute many deeply entrenched assumptions about Huckleberry Finn and its place in cultural history, both nationally and globally. Encompassing discussion of Harriet Beecher Stowe, Frederick Douglass, Ralph Ellison, Archie Bunker, James Baldwin, Shelley Fisher Fishkin, and Mark Fuhrman, Arac’s book is trenchant, lucid, and timely.

In the nineteenth century, for example, virulent anti-Asian bias excluded would-be immigrants from China and severely restricted those from Japan. In our own time, people fleeing persecution and poverty in Haiti generally have been treated much differently from those fleeing Cuba. Johnson further argues that although domestic minorities (whether citizens or lawful immigrants) enjoy legal protections and might even be courted by politicians, they are regarded as subordinate groups and suffer discrimination. This book has particular resonance today as the public debates the uncertain status of immigrants from Arab countries and of the Muslim faith.

In 1982, the United States Supreme Court ruled that Amy Rowley, a deaf six-year-old, was not entitled to have a sign language interpreter in her public school classroom. Lawrence Siegel wholeheartedly disagrees with this decision in his new book The Human Right to Language: Communication Access for Deaf Children. Instead, he contends that the United States Constitution should protect every deaf and hard of hearing child’s right to communication and language as part of an individual’s right to liberty. Siegel argues that when a deaf or hard of hearing child sits alone in a crowded classroom and is unable to access the rich and varied communication around her, the child is denied any chance of success in life.

In The Human Right to Language, Siegel proposes that the First and Fourteenth Amendments of the Constitution be enforced so that Amy Rowley and her peers can possess that which virtually every other American child takes for granted – the right to receive and express thought in school. He asserts that the common notion of a right to “speech” is too infrequently interpreted in the narrowest sense as the right to “speak” rather than the broader right to receive and transmit information in all ways. Siegel reveals that there are no judicial decisions or laws that recognize this missing right, and offers here a legal and constitutional strategy for change. His well-reasoned hypothesis and many examples of deaf children with inadequate communication access in school combine to make a compelling case for changing the status quo.

Hughes draws on an enormous range of literature, art, and architecture to explore what technology has brought to society and culture, and to explain how we might begin to develop an "ecotechnology" that works with, not against, ecological systems. From the "Creator" model of development of the sixteenth century to the "big science" of the 1940s and 1950s to the architecture of Frank Gehry, Hughes nimbly charts the myriad ways that technology has been woven into the social and cultural fabric of different eras and the promises and problems it has offered. Thomas Jefferson, for instance, optimistically hoped that technology could be combined with nature to create an Edenic environment; Lewis Mumford, two centuries later, warned of the increasing mechanization of American life.

Such divergent views, Hughes shows, have existed side by side, demonstrating the fundamental idea that "in its variety, technology is full of contradictions, laden with human folly, saved by occasional benign deeds, and rich with unintended consequences." In Human-Built World, he offers the highly engaging history of these contradictions, follies, and consequences, a history that resurrects technology, rightfully, as more than gadgetry; it is in fact no less than an embodiment of human values.

When is a war not a war? When it is undertaken in the name of democracy, against the forces of racism, sexism, and religious and political persecution? This is the new world of warfare that Neda Atanasoski observes in Humanitarian Violence, different in name from the old imperialism but not so different in kind. In particular, she considers U.S. militarism—humanitarian militarism—during the Vietnam War, the Soviet-Afghan War, and the 1990s wars of secession in the former Yugoslavia.

What this book brings to light—through novels, travel narratives, photojournalism, films, news media, and political rhetoric—is in fact a system of postsocialist imperialism based on humanitarian ethics. In the fiction of the United States as a multicultural haven, which morally underwrites the nation’s equally brutal waging of war and making of peace, parts of the world are subject to the violence of U.S. power because they are portrayed to be homogeneous and racially, religiously, and sexually intolerant—and thus permanently in need of reform. The entangled notions of humanity and atrocity that follow from such mediations of war and crisis have refigured conceptions of racial and religious freedom in the post–Cold War era. The resulting cultural narratives, Atanasoski suggests, tend to racialize ideological differences—whereas previous forms of imperialism racialized bodies. In place of the European racial imperialism, U.S. settler colonialism, and pre–civil rights racial constructions that associated racial difference with a devaluing of nonwhite bodies, Humanitarian Violence identifies an emerging discourse of race that focuses on ideological and cultural differences and makes postsocialist and Islamic nations the potential targets of U.S. disciplining violence.

But this tale of science triumphant conceals a half century of political struggle from the Afghan highlands to the rice paddies of the Mekong Delta, a campaign to transform rural societies by changing the way people eat and grow food.

The ambition to lead Asia into an age of plenty grew alongside development theories that targeted hunger as a root cause of war. Scientific agriculture was an instrument for molding peasants into citizens with modern attitudes, loyalties, and reproductive habits. But food policies were as contested then as they are today. While Kennedy and Johnson envisioned Kansas-style agribusiness guarded by strategic hamlets, Indira Gandhi, Marcos, and Suharto inscribed their own visions of progress onto the land.

Out of this campaign, the costliest and most sustained effort for development ever undertaken, emerged the struggles for resources and identity that define the region today. As Obama revives the lost arts of Keynesianism and counter-insurgency, the history of these colossal projects reveals bitter and important lessons for today’s missions to feed a hungry world.

In a sixth chapter, the authors introduce the archetype of the Trickster. Though not opposed to the Devil per se, the Trickster’s democratic impulses have often provided a corrective antidote to the corrosive and distorting effects of demonization. Invoking the framework of Carl Jung’s shadow aspect, Hunt the Devil offers the Trickster as a figure who can break the cycle of demonization and war.
 
The role of the mythic Devil in the American psyche has profound implications, not just for American diplomacy and the use of American arms in the world, but for the possibility of domestic peace within an increasingly diverse society. This post-revisionist study examines the motives and the concerns of the ex-slaves in South Carolina who supported a movement that eventually led to white supremacy.

Although most freedmen throughout the states of the former Confederacy were Republicans loyal to the party of the Federal government that had emancipated them, they were factions of African-American voters who aligned themselves with local white Democratic leaders. one such group of black conservatives joined the “Red Shirts,” white paramilitary clubs that attempted to restore antebellum values in electing former Confederate general Wade Hampton governor of South Carolina in 1876.

Drago’s fine analysis recovers and explains this lost aspect of Southern black history. Drawing on primary sources that include testimonies of several black Red Shirts before a Congressional investigation of the election and eleven slave narratives, he de-romanticizes the black experience by examining the relationship between black initiative and southern paternalism.

In 1951, Robert H. Simpson lifted off in a specially-equipped plane, flying directly into the path of a storm that would send most people running for cover. For more than four hours he observed Typhoon Marge from its eerily calm eye, later describing it in The Bulletin of the American Meteorological Society as “a coliseum of clouds whose walls on one side rose vertically and on the other were banked like the galleries in a great opera house.”

For Simpson this was just one of his many pioneering explorations of hurricanes and extreme storms. Over his decades-long career his research led to great leaps in our understanding of tropical meteorology and our approach to hurricane safety. He was the first director of the National Hurricane Research Project and the second director of the National Hurricane Center, though he may be best known as co-creator of the widely used Saffir-Simpson Hurricane Scale, familiar to anyone who has heard a reporter use the words “category five.”

Simpson’s memoirs take readers from his experience with the Corpus Christi hurricane of 1919 to his travels to study weather across the globe. Along the way he crosses paths with other weather greats, including his trailblazing wife, meteorologist Joanne Simpson. Hurricane Pioneer is a riveting first-hand account at a revolutionary time in meteorology.

These devices, which Hagood calls orphic media, give users the freedom to remain unaffected in the changeable and distracting spaces of contemporary capitalism and reveal how racial, gendered, ableist, and class ideologies shape our desire to block unwanted sounds. In Hybrid Constitutions, Vicki Hsueh contests the idea that early-modern colonial constitutions were part of a uniform process of modernization, conquest, and assimilation. Through detailed analyses of the founding of several seventeenth-century English proprietary colonies in North America, she reveals how diverse constitutional thought and practice were at the time, and how colonial ambitions were advanced through cruelty toward indigenous peoples as well as accommodation of them. Proprietary colonies were governed by individuals (or small groups of individuals) granted colonial charters by the Crown. These proprietors had quasi-sovereign status over their colonies; they were able to draw on and transform English legal and political instruments as they developed constitutions. Hsueh demonstrates that the proprietors cobbled together constitutions based on the terms of their charters and the needs of their settlements. The “hybrid constitutions” they created were often altered based on interactions among the English settlers, other European settlers, and indigenous peoples.

Hsueh traces the historical development and theoretical implications of proprietary constitutionalism by examining the founding of the colonies of Maryland, Carolina, and Pennsylvania. She provides close readings of colonial proclamations, executive orders, and assembly statutes, as well as the charter granting Cecilius Calvert the colony of Maryland in 1632; the Fundamental Constitutions of Carolina, adopted in 1669; and the treaties brokered by William Penn and various Lenni Lenape and Susquehannock tribes during the 1680s and 1690s. These founding documents were shaped by ambition, contingency, and limited resources; they reflected an ambiguous and unwieldy colonialism rather than a purposeful, uniform march to modernity. Hsueh concludes by reflecting on hybridity as a rubric for analyzing the historical origins of colonialism and reconsidering contemporary indigenous claims in former settler colonies such as Australia, New Zealand, and the United States.

High blood pressure is one of our most severe public health problems, and any national health policy must take account of the dilemmas posed by hypertension. This disease is widespread in the United States, affecting between 10 and 30 percent of the adult population. Of the 24 million Americans so afflicted, only about three million are thought to be adequately treated; yet treatment of all hypertensives would cost perhaps five billion dollars a year.

In their ground-breaking study, Weinstein and Stason apply the tools of cost-benefit analysis to examine the policy implications of existing approaches to hypertension. Their conclusions have important consequences for allocating the resources available to combat the disease, and they identify the salient questions to be answered by new research. The authors' recommendations would lead to significant changes in current approaches (the much-publicized effort to screen for new cases, for instance). They suggest that criteria for case-finding and treatment be radically altered to take account of differences in the complications of high blood pressure as a function of age, sex, and race. They stress patient compliance as the single most important factor in reducing deaths—considerably more important right now than screening. Their research priorities include: determining the extent to which early or mild hypertension affects the rate of complication; pinning down the role that side-effects of medication play in the demonstrably poor adherence of patients to treatment; and developing alternative programs to improve patient adherence.
